After these votes, what happens if there are more than 1-CPU controlled programs devoting their 45-points to the same 5-Star player(s) & the people controlled programs do not pay that many Recruiting Points, thus allowing the more than 1-programs to win those 5-star players?
How is the program that wins the 5-star players determined?

On the PCFL Show and email sent I asked for INPUT on priorities (by position, not specific player) for recruiting by CPU teams, not specifically the 5-star bids but which positions CPU teams should prioritized filling in recruiting. That is INPUT I requested, not votes. I said no where that CPU recruiting would be voted on. Recruiting is not an election, it is recruiting.
There will not be duplicate bids for CPU teams bidding on 5-star players, not are there duplicate bidsa by human coached teams on any bids. I suggest you read the recruiting rules. CPU bids by the CPU teams will be posted today. There will no duplicate bids.

In the show (I watched it, just Monday, of this week) that CPU controlled programs would have just 1-45-points-bid for 1-5-Star-player (if you want to say position; instead of player, than fine really makes not much difference with only being usually 1-5-Star-Player per position). You are asking our advice on not just 1-position for each CPU controlled program to sign, but how they should spend all of their 100-Recruiting Points advice?
So, you are just asking us to give you advice, to where to put the 1-5-Star-Player bid, per program? The PCFL as a whole is not deciding it, you are? If so, & think this is what you mean, you needed to make that clear. No, I understand that for most of the players The CPU controlled programs bid on are separated from the players people controlled programs bid on. I also understand, from the latest episode of The Show, that every CPU controlled program has 1-45-Point-Bid for 1-5-Stars-Player, but can only bid on that player once & done. To be honest as The AD/GM/Coach of The UMHs I would prefer for this to never existed, makes it a lot more expensive to sign all 5-Stars players.
