FBP ‘98 Roster Size Limitations

I did not think FBP ‘98 allowed owners to exceed 53-players rosters. When I reading PNFL’s events schedule, the last event was cutting rosters down to 53-players- https://pnfl.biz/messageboard/viewtopic.php?f=25&t=3409.
How is that possible?
