The PCFL Manifesto

This is like our founding document. It's temporary, and anything here that is important will be written into regular rules before this goes away. But this was the ideas based on which the PVFL was created.

The return of the XFBS... as the PCFL

Many of us have talk about this for months but it has not happened, so I am doing it. Soon, as in during this PNFL off-season. This will be kept as simple as possible and I expect most or all will use variations of their PNFL PPPs for this.

League name: The XFBS was originally created when Steve was in XFL I believe, and later he changed XFBS to PNFL type player ratings and it moved to playing under mostly PNFL rules. This college league will play by PNFL rules and use PNFL type player ratings. Accordingly, it will be named PCFL, Pure College Football League.

League set up: 18 teams, 12 game season, playoff tournament like what the PNFL uses. CPU teams will use “headless horseman” type PPPs that will be created and distributed before the season starts.

Season: It will start right after the PNFL Super Bowl and will be scheduled to minimize overlap with PNFL regular season games.

League admin: I will run the league and be the Charlie of the PCFL. I will be asking for help from any one willing to join the effort. Games will be played on Saturday, most of them live on Discord as Mitch does the Friday night PNFL games.

Players: they will be created using PNFL type ratings ranges and will remain consistent with each new season of recruits. Recruiting will be simple, it will be forum based, like a FA system, with teams using available recruiting points they are allotted to bid on recruits. There will be bonus points for a few areas of participation in addition to a standard allotment of points, but not based on winning. This will keep us from having 3-4 teams that always dominate by signing more blue chip recruits. More details coming soon on this.

Transfer portal: players on PS (up to 10) will be the eligible players, to keep it simple. Acquiring them will be bidding on them like we do with PNFL PS players. Same rules. This will keep this aspect of the PCFL simple. Recruiting points will be used for this also.

Play Pool: Use the PNFL play pool only.

Training Camp: same as PNFL

Player names: Recruit using generic names, rename to real life player names after recruiting

League forum: Recruiting, transfer portal all conducted on the league forum like we do in the PNFL.

I will post a separate league sign up post for you to all sign up for this and select your team. I hope everyone joins this and we have 18 teams and no CPU teams.





Recruiting Rules


1. Recruiting will be conducted on the forum in the same manner as the FA bidding is done in the PCFL. Bids start at 1 point, and a bid that is not out-bid after 24 hours will be the winning bid. Subsequent bids can be posted in increments of a half point after the initial bid of 1 point.

2. Tracking of points and recruiting will be done via the Recruiting File, which will be a spread sheet similar to the Contract file in the PNFL.

3. The list of recruits will be related soon after training camp each season, for the upcoming season of recruiting. They will be created each season using a fairly consistent template to keep the player talent stable from season to season. The Min-Max for the player ratings will be contained in the Recruiting File. This will be similar to PNFL ratings, with a few small differences on potential ratings and generally lower ratings in everything but SP.

4. All teams must have no fewer than 53 players on the roster before training camp. If a team has no remaining points left during recruiting and has fewer than 53 players, the remaining roster spots can be filled with walk-on players.

5. Walk-on players: These are the players not recruited and signed during recruiting. They can be signed for 0 points, after recruiting is finished, on a first come, first served basis, by signing them on the forum.

6. CPU Teams: Recruiting for CPU Teams will be managed by the commissioner or coaches who volunteers to manage them. CPU Teams will recruit and sign as many as 121 teams each season in recruiting, and will bid on 2 4-star recruits and as many as 10 3-star recruits. CPU teams will not bid on 5-star recruits. While bidding on 4-star recruits, CPU teams will bid aggressively and may post as many as 3 additional up-bids per 4-star recruit targeted. CPU teams may post unlimited up-bids to compete for 3-star recruits.

7. No team may ever bid more than their available points when bidding on players, and reserve the right to withdraw bids to conserve points to compete for other recruits they have posted bids for. If a team goes over their points budget in bids, those bids can be canceled or players signed with points spent in excess may be nullified.
